There seems to be a check list of things to do to avoid this message:
1) Are all servers running the following tasks?
Sched, CalConn, and RnRMgr
This has to be all mail servers not just the server running the resource database.
To check which tasks are running enter "sh tasks" in the server console window.
To load a task use "l sched" where l is load.
To make sure the tasks load next time the server starts, add the tasks to the
servertasks=Sched, CalConn
inthe server's notes.ini file.
2) Are the agents signed with your development id ie not lotus's ?
Agents in the resource and reservations database are signed with Lotus id by default.
You need to re-sign the agents with your development id in the template and database.
3) Set up the resource time availability.
Go to the resource time availability tab, check the days and enter a time 12.01 AM - 11:59 PM.
4) Try deleting the CLUbusy.nsf database and restarting the server.
